I have found the answer to the best of my knowledge be that TV news reporters address the president as "President __________" and for the people of Congress "Congress man/woman ___________" They usually address them formally with these un-titles(Article 1, Section 9 states that there can't be "titles of nobility") so people can know exactly who they're talking about, or at least their position in the government.
