you need to either turn it on and off in a split second , OR... get the part to reducethe voltage.. got to CIP1 or wolfsburg online, they carry the part....
You may just need to change the wiper blade on the driver's side. Try this first and then take it to a mechanic to have it properly diagnosed.

And then you'd have to machine the bellhousing on the transaxle to handle the larger flywheel...save yourself a lot of grief and leave the starter alone. Actually a 67 is 12 volt already, that is the year they changed. But the advice given was good, I would leave the starter alone.

No, the voltages are too far apart. Some equipment can work on both voltages but they have a switch on the back of the equipment to change from one voltage to the other.
if its the driver wiper that doesn't work, its probably the control rod broken. the passengers wiper is driven by the motor, the drivers by the linkage from the passengers wiper mechanism
