The front wheel hub on a 1994 Honda Civic is connected to the upper control arm and lower. Remove those as well as the axle. Also remove the brake caliper, rotor, and pads. The hub will come off and the studs will then be able to be reached.
On my '90, the rotors are held in place by the wheel studs. I had to press the wheel studs out, then the rotor separated from the hub.
