There should be a diaghram, showing belt routing, under the hood - sometimes on the hood itself, sometimes on the metal/plastic obove and to to both sides of the radiator. If factory decals are missing, auto parts businesses will have repair manuals for sale that include routing diaghrams - if you can remember just by looking, an unwrapped book can be looked at for free...
I am not sure what this engine is on. But, typically the tool or machine that the engine is on is what will determine the belts and pulleys, not the engine.
You're going to need "The Book". A factory service manual (FSM) for your vehicle is the best. .
Could be your belts? Or your pulleys.. Hopefully its one of your belts cuz pulleys are quite pricey
if the belts turn but engine doesn't, try tightening the belts(pulleys)

what engine size? 2.0 mounted with belts and pulleys to drivers side. 4,3,2,1 to driverside.
The belts twist because the accessory pulleys are out of alignment.
Mine has done this twice, both times it was the pulleys in the front of the engine. It could also be the belts.
I would first look at the fan belt or belts. This is the most common cause but you could have other problems including worn idler pulleys.
