You need to replace the wiper motor.
I am wondering the same thing in 1994 safari van, have only wipers on high, i've unplugged the plug at the wiper motor & checked for power, only have power to wipers on high, now is the switch in the column with the signals,
we have the same problem. let us know when you find the answer
The controller is bad Maybe, but wiper motors have high and low brushes. Check fuses, wiring, etc....
General Motors had a recall on some of the delay modules. Call the dealership and give them your vehicle identification number and have them check to see if it applies or if there are any that have not been done. It is free and it does not matter if you are the 5th person to own it. A RECALL is FREE, a technical service bulletin is NOT.

possibly the multifunction switch is acting up or just bad

My wipers would only work on high. we replaced the signal lever which works the wipers too. i did get my mechanic to do it because it was'nt as easy as the parts store said it was. try replaceing the wiper pulse relay board under driver side dashboard
If you have only high speed on the blower motor or you are missing one or more low speeds, chances are the blower motor speed resistor is burned out.
The intermitten wiper relay is bad just found this on my daughters 1994 Jeep GC. If you remove the cover under your hood release cable to the left of the brake petal you will find the relay. You can pull it out and hook the wiring harresses together and wipers will work, but the intermitten will not.
