You press the key, then quickly release it.The meaning of the keys varies, depending on the program you are using. F1 often means "help", but the meaning given to the other keys varies a lot, from one program to another.
Usually you will have a menu in a program; next to the individual menu options, there will be shortcut keys which you can use instead of the menu option. Some of those shortcut keys may include function keys.
