China is ruled autocratically. Any protest is quelled and harshly punished. The Tienanmen Square Massacre is a perfect example of the way that China reacts to its people's demands for increased political and social rights. However, the Chinese government has allowed for complete economic liberty, freeing corporations to grow massively and bring incredible profits to China.

Hence the Saudi's are conservative, as they see themselves as "Defenders of the Faith."
This causes social pressures regarding such issues that the West sees as irrelevant such as women being allowed to drive and co-ed schooling as the very conservative Sufi and Salafi mullahs argue against the mainstream Muslims throughout the world who see such topics is irrelevant. Another major issue is cronyism and corruption; being a constitutional monarchy, advancement in government is based more on family ties than talent, and this helps stifle the private sector. The government's overall response has been to plead for time to modernize, to placate both the people and the mullahs' with the response that the issues are being studied.
