A nomadic or agrarian tribe would usually invest power into a powerful member of the tribe who would become chief. This was called tribalism. Tribalism is similar in some ways to communism as all property is owned by the tribal state and totalitarianism as every member of the tribe is deprived of individual rights and lives to satisfy the demands of the tribe. Under a powerful chief, a tribe could easily rise to dominance in an area or be crushed to extinction. A federal government originated in the post-American Revolutionary Era. The Thirteen Colonies of Britain on the Atlantic Eastern Coast achieved independence from Great Britain following seven years of resistance and war. Although Thomas Jefferson drafted the Declaration of Independence for the Second Continental Congress, many of the Congress's delegates closely refused to believe in a United States of America as many rather believed that the government should not interfere with state affairs. Because of the constant threat of British attack, the American states managed to merge together in a somewhat loose confederation of American states that would combat the British invasion. The document that did so was known as the Articles of Confederation and permitted each member of the confederation to have separation from each other only if the states contributed to the war effort. With French involvement in the conflict, Britain was forced to sign a cease-fire with the American states and France, ending the American Revolutionary War in 1781. In 1783, two years later, the British, French, and American representatives met in Paris to discuss the terms of the aftermath of the war. It was agreed to that the British would acknowledge American independence and the British would cede lands east of the Mississippi River to the infant "nation" (excluding Canadian lands and Florida). In the 1780s, the American government that represented the new states was at the mercy of the states themselves. In addition, economic problems also plagued infant America as different states used different state currencies. The Articles of Confederation were beginning to shatter as problems began to arise that began to challenge its effectiveness. In the 1780s, a Massachusettes farmer known as Shay led farmers discontent with the Massachusettes State Government to threaten the Massachusettes government. Massachusettes was at the mercy of this small "rebellion" as it lacked the efficient number of militias to suppress it. All of these problems enticed America to give thought to establishing a modern constitution that guarenteed rights and freedoms in the government. The American states needed badly to erect a federal government to represent all of the states that had acted more like foreign nations rather than people of the same nationality. The American Constitution was drafted in 1787 and gave instructions on how America was to rule America. It's enumerated, or listed, powers gave each branch of the government: the executive, legislative, and judicial, different powers. (The three branches of government emerged from the ideas of the French Enlightenment thinker Montesquieu who argued for a separation of powers so that tyranny would not prevail.) The state and local governments would be permitted to perform several actions in their state and community while the federal government would be allowed to perform other specific actions. This is how federalism works.
