Depends, it can be down to political differences or one country could say "They have something we want, lets go take it" which is pretty much like the Iraq War, Saddam is dead so everything should be near enough ok there now? Right. Oil nowadays is what starts wars in my opinion, other people will disagree.

∙ 14y agoNormally one nation attacks another nation. Wars can be ended by surrender, negotiation, or armistice (truce). Unless the conflict is an insurrection, such as what is going on in Iraq or Afghanistan. An insurrection is an act of rebellion against an established government or authority. Those cannot end, because there is no recognized government to negotiate with; they can only end when their outlaw leader is arrested or killed.
