If you are sure that the manager is stealing prescription drugs, meaning have proof or strong reason to believe, report him to a federal agency, namely the DEA. Tampering with prescriptions, specifically controlled substances, is a felony offense. Plus, if you were the victim file a civil suit against him, for knowingly causing direct harm to people by tampering/stealing life saving medications.
Again, if proof is available, include the local police in the complaint. If they are again, knowingly allowing the manager to continue breaking Federal Laws and putting his tenants in life threatening danger, they are just as responsible. Though it will be infinitely more difficult to prosecute a 'conspirator' because lack of knowledge is easier to prove than what you have to.
