Do you mean the expansion valve for the A/C? That is near the evaporator under the dashboard.
The expansion valve is located inside the accumulator/dryer. It does not have a separate expansion valve like other cars. The PT Cruiser is classified by Chrysler as a Truck (probably because it gets such poor gas mileage - 18mpg city for a 4 cylinder), not a car. Trucks usually have an accumulator or a liquid line. If you believe the problem to be an expansion valve, replace the dryer.

YOU MUST REMOVE THE EVAPERATOR CASE FROM INSIDE THE TRUCK ON THE PASSENGER SIDE AND YOU WILL SEE THE EXPANSION VALVE.
The PVC valve is located on the engine side cover near the firewall on the passanger side of the engine. Coyote John

Never worked on one, but guess expansion valve is mounted to evaporator under the dash in the AC/heater housing. Looks like a real bear to get out.
The expansion valve is located on the passenger side of the vehicle behind the dashboard. To gain access to it you will have to remove the glove box and the dash.
