Disconnect the battery ground cable. The blower motor and fan are located beneath the dashboard on the passenger side. There is a plastic "kick panel" that must be removed by carefully yet firmly pulling to release the plastic retaining clip. Once the panel is removed you will see three torx head screws beneath the glove box holding the motor in place. Disconnect the power lead to the motor then remove the three screws holding the motor in place.
it is most likely bad brushes in fan motor happened on 98 Mazda truck replace brushes or fan motor
The blower fan motor is worn out.
Check the 30 amp Blower fuse. If not that check the fan relay, if not that check the blower motor directly from a jump on the fan itself.
Try replace the resistor. It's locate pass.side under dash by fan blower with one plug and two bolts.
Check the fuse and the wiring.

Remove Glove Box & Access Panel. Disconnect Blower Motor Electrical Plug & Aspirator Hose. Remove screws & Motor. Install in reverse order.....
If the blower works on some speeds and not on others, you may not need a motor. Instead, you may only need a new blower motor resistor.
The front blower resistor on a 98 Dodge Caravan is replaced by removing the cover and disconnecting the wiring harness. The resistor can then be pulled and a new one put in its place.
It's in the resistor block, which in the diagrams comes right after the fan control switch
I've had a similar problem on my 98 civic ex. There's two resistors wired to the fan control. One for speeds 1 and 2 and another for speeds 3 and 4. I suspect the one controling the 1 and 2 speeds has blown.
