Check that the overdrive button on the gear shifter is not disengaged that will cause it to come on.
if you have some recent work done i would check to see if the shifter handle was bolted back one correctly,

Usually if your stick is sloppy it is due to the plastic bushes being worn out ! They aren't expensive to replace ($30aud) and basic to fit from inside the car

The gear shifter has a retaining clip, just below the shifter knob. Hold the retaining clip in, on both sides of the shifter rod, and the shifter knob will come off.
The button on the side of gear shift has been depressed! This holds transmission in lower gear and should not be used under normal driving!
I was not aware that the Grand Marquis came in a manual Transmission! If it was an Automatic Transmission I would say take it to a Transmission Shop and have it looked at.
