1) You could use a spiral type cutter to create the holes. 2) If you want the fog lights to look factory original, you could buy a front bumper cover (ebay or salvage yard) that has the cutouts already molded in. Ebay would end up around $100-$120 including shipping. Can't guess about availability / pricing from a junkyard.
