* Assuming that we're talking about court judges not pie eating contest judges:
If introducing them, "Their Honors, Judge Samuel Swift, and Judge Ruth Swift"
If meeting them "How do you do Judge Swift, (looking to the other) Judge Swift" Do not denigrate the one by saying "Judge Smith and his wife, or " Judge Smith and Mrs Smith" It is a lot like dealing with two judges, both with the name Fred Jones. The name and title of each should be used, there is no collective address. * Honors Samuel and Ruth Swift.
If the ocassion is purely social , just Mr. & Mrs. will suffice as a salutation . If the judge is being honored for something , or the event is work related. You address as follows :
Hon. Meredith Swenson
Mr . George Swenson

If the spouses share the same last name and the wife has no title other than the social title "Mrs." the written form of address for a Federal Judge and his wife is:
The Honorable and Mrs. (Full Name)
Address
In the body of the letter (if you are enclosing a letter in this envelope), write:
Dear Judge and Mrs. (Last Name),
You would address the envelope a couple of different ways. 1)more formal: The Honorable John Doe on first line, and on second line The Honorable Jane Doe. 2) less formal: Judge John Doe on first line, Judge Jane Doe on second line. 3) casual: Judges John and Jane Doe.
Regarding who's name goes first, you go by seniority; who was appointed to the bench first. That is the name that goes on the first line if the address.
* Mr. Jack Smith and Honorable (or Judge) Judith Smith.
Which country are you in and what type of judge is he?

You could address it to Reverend and Reverend Smith. The alternative would be the Reverends Smith.
