If the ocassion is purely social , just Mr. & Mrs. will suffice as a salutation . If the judge is being honored for something , or the event is work related. You address as follows :

You would address the envelope a couple of different ways. 1)more formal: The Honorable John Doe on first line, and on second line The Honorable Jane Doe. 2) less formal: Judge John Doe on first line, Judge Jane Doe on second line. 3) casual: Judges John and Jane Doe.

Regarding who's name goes first, you go by seniority; who was appointed to the bench first. That is the name that goes on the first line if the address.
