I ran into this problem at my new house. You have to take the shower knob off and there will be instructions inside to adjust the water temperature. This is to protect children from getting burnt from turning the water on too hot.
If the boiler is up to temperature, then the problem is with the pump. If the boiler is cold you should call a pro, as there is no way to diagnose it from here with out more info.

Yes, to answer question, but not recommended.Improved answer. -If you are referring to the hot water heater that gives water to your hot faucets this is not generally known as a 'boiler' (a boiler is for hydronic heating) Your faucet supply can be turned down to any setting between 110 and 160. Normal setting is 130-135. with small children it should be 120. - on most heaters there is an adjustment knob on the gas regulator or the lower electric element . It's well marked and easy to adjust.

Of course it can fail. Look at the temperature of the water in the boiler, turn the stat up and down. You should hear a slight click when the temperature setting and the boiler water temp are appx the same if you do, the stat is probably good. You can verify this with a voltmeter.
