Is it possible to change the temperature of a water boiler the safe setting is 120 degrees and I want to know if a water boiler can be changed to that setting?

Boiler should be set at max temperature of 180 degrees for proper heating temperature. 120 degrees is temperature for domestic hot water, not heating temperature. Yes, to answer question, but not recommended.
Improved answer. -If you are referring to the hot water heater that gives water to your hot faucets this is not generally known as a 'boiler' (a boiler is for hydronic heating) Your faucet supply can be turned down to any setting between 110 and 160. Normal setting is 130-135. with small children it should be 120. - on most heaters there is an adjustment knob on the gas regulator or the lower electric element . It's well marked and easy to adjust.
