You don't. 1995 VW Golf's and GTI's (4cyl & VR6 models) have a hydraulic clutch which means it will self adjust itself to the driver over time. Hand adjusting isn't possable

you cant adjust a drive belt, you problem is in the secondary clutch, I am sure you need to replace the sliding clutch and put a spacer in front of the hub.
it is most likely a self adjusting cable. if you look near the clutch itself, it there are two nuts on the cable, then you can adjust it there. if there is a black cylcinder at the clutch side of the cable then this is self adjusting.
try to make sure the clutch pedal is all the way down before you change gear. in no way shape or form should you have to floor the clutch everytime you shift gears, however, if you are still grinding gears while flooring the clutch, and if there isn't that little bit of give on the pedal i'd suggest adjusting or replacing the clutch.
All 1995 engine variants have hydraulic tappets, removing any need for (or even possibility of) valve clearance adjustment.

There is no belt adjustment on a golf cart. However, if the belt is too loose, it may be a drive clutch problem, and an adjustment to the clutch can be made.
against the firewall adjacent to clutch pedal. to access you need to remove battery and battery box.... *Note: If still stock under hood u will notice removing battery box will include removing parts of intake as they are one piece.
