This is how to adjust a 2000 Dodge Neon's headlights. I think it will be similar to the 1996 model. Use a Torx (or star) wrench, like an Allen Wrench but with a star shaped head. To adjust the height, there is an oval slot in the metal frame above the headlight. Shine a light down and locate the torx head screw. Winding this screw will adjust the height. To know what height to adjust them to, park on a flat surface next to a wall. Turn the headlights on to high beam and mark the centre of the beam on the wall. Electrical insulation tape is good for this. Then roll the car back 10 feet and put the brake back on. Now adjust the headlights to point at the mark you just made on the wall. Usually you need to point them about half an inch lower when 10 feet back. There are similar torx screws that adjust the sideways direction of the lights.
