Remove the Drivers wheel (Left front as viewed from the inside of the car) and then remove the inner fedner panel so you can see the belt from the wheel well. The tensioner puller is held in placed by the tensioning bolts and is clearly visible once the side covers are removed.

How do you Adjust serpentine belt on 1992 Cherokee 4.0?

I believe there is an idler pulley which keeps the belt tight on the 4.0. If you are experiencing slop or looseness, I suggest you look at replacing the belt or maybe the idler is stuck or broken. I had to replace an idler in a Wrangler once.

If the idler pulley bearings wear out and the serpentine belt comes off and the battery does not charge what s reccommended?

As a temporary try a short belt. The idler assembly is often the adjuster and the bearings are no maintenance sealed-for-life so change it, fit a new serpentine and properly adjust it. Too much tension will kill bearings, too little and it will slip (compromising charging rate) or slip right off again.
