If your speaking of ignition points, no. The last year that Chevrolet vehicles had ignition points was 1972.
If the bike has a "points" ignition system, check the starter circuit to see if it has an "ignition resistor bypass" to give a hotter spark when starting. This was pretty common on cars of that era. My 1975 Triumph motorcycle is set up with points and a bypass. Check the service manual (or do a visual by tracing wires backwards from the points) to see if the bike has a ballast resistor -- jump it to see if it will run and, if so, replace it.
The function of the condenser in a breaker points ignition system is to keep the points from sticking together. If the points stick together during ignition it could cause the points to burn up. The condenser sends a signal to the points and then takes the signal away to make the points separate.

That depends. Many distributors require that you use feeler gauges and a screwdriver. Some of the GM distributors had a little access door on the side of the distributor cap and you'd use a dwell-tach and an Allen wrench to adjust the points.
