There is an adjuster on the power steering pump. One cannot adjust it as it has an automatic tensioner if the belt is squeaking it is time to replace belt/tensioner or both
Loosen the tensioner pulley. The power steering belt will come loose. Remove the power steering belt. Reverse the process to install the new power steering belt.
If it is a serpentine belt - adjusts automatically through belt tensioner If not check the alternator for adjuster or Power steering pump
Could be a worn belt, failing power steering pump or low power steering fluid.
To change a power steering belt on a Rover 214, unbolt the power steering pump and pry the belt off the pulley. Replace with another steering belt and reinstall the steering pump.
