That all depends on where it is leaking. If it is not leaking the hose does not need to be repaired, the problem is elsewhere.
There is no washer relay.
It should be inside the windshield washer fluid tank
My 98 impreza just pumps from the front washer tank to the back
all the washer fluid comes from the same tank
Same place as you fill the front washer fluid. There is only one reservoir.
it should be just under the dash by your right knee and theres a another one under the bonnet by the washer bottle.
you have to remove the washer bottle and the battery and the air duct then remove the coil packs then spark plugs easy
There is only 1 reservoir with 2 pumps used for front & rear and contain about 1 gallon of fluid...
Under the hood, Drivers side strut tower just behind the washer fluid resevoir....should be 2 hoses going to it...1 in 1 out...
See "Rear Window Wiper and Washer Switch" on page 20 in chapter 3 "Instruments and Controls" of your "OWNER'S MANUAL".....
1999 Outback only has one tank for the front and back washer fluid. It has two pumps. The pump for the back windscreen is located higher than the one for the front so if the level gets low it reserves the rest of the fluid for the front windscreen. Fill it up and it'll work no problems. T
