It requires a star tool. There are two adjustments per light. Vertical and horizontal.

Hi, if you look in the owners manuel under the headlights area it will show you the very easy way to adjust your headlights. Briefly, you have to remove the black shroud in the front of and atop the radiator are first. Then if you look down at the top of the headlights you will notice adjusting screws that require Philips screw driver to turn. This will adjust the lights up and down. Do at dusk and mark a point in the light being reflected on a wall and you can determine which way you are adjusting the beam. This should be done on a fairly level surface.

This is how to adjust a 2000 Dodge Neon's headlights. I think it will be similar to the 1996 model. Use a Torx (or star) wrench, like an Allen Wrench but with a star shaped head.
