Briefly, you have to remove the black shroud in the front of and atop the radiator are first. Then if you look down at the top of the headlights you will notice adjusting screws that require Philips screw driver to turn. This will adjust the lights up and down. Do at dusk and mark a point in the light being reflected on a wall and you can determine which way you are adjusting the beam. This should be done on a fairly level surface.

This is how to adjust a 2000 Dodge Neon's headlights. I think it will be similar to the 1996 model. Use a Torx (or star) wrench, like an Allen Wrench but with a star shaped head. To adjust the height, there is an oval slot in the metal frame above the headlight. Shine a light down and locate the torx head screw. Winding this screw will adjust the height. To know what height to adjust them to, park on a flat surface next to a wall. Turn the headlights on to high beam and mark the centre of the beam on the wall. Electrical insulation tape is good for this. Then roll the car back 10 feet and put the brake back on. Now adjust the headlights to point at the mark you just made on the wall. Usually you need to point them about half an inch lower when 10 feet back. There are similar torx screws that adjust the sideways direction of the lights. They are a few inches to the side and below the vertical adjustment screws. Good Luck. -Phil

I have only adjusted them up and down. On the rear outboard side of each headlamp there is a white plastic nut (I think 8mm). It is at the end of a couple inch long stock so it is easy to see. Turn clockwise for down and counter clockwise for up. I have no idea how to adjust them side to side. I recently replaced my headlights and found out that to adjust them from side to side you must have the headlight completely out (this is the only way you can get to the adjustment screw) and there's another adjustment screw on the very end of each one to adjust the light from side to side.
