You will need to free up the shift levers in the outdrive housing. This is where the "Shifter Cable" is connected. If there is corrosion and no lube they tend to bind up (especially in salty conditions) This prevents the "kill switch" from being engaged at the time of shift lever action into neutral....
It either needs to be adjusted at the control box (throttle) look for a thumb screw....or you may need to replace the cables if they are old and "locked" up.
You can watch the switch (usually located in rear of engine compartment where cables are attached) to see if it makes lever contact with the roller when the throttle is moved into neutral range. If that roller is not easily moved because of "lock-up" then it is binding at either or both the out-drive linkage or the cable itself.
You will need a friend (helper) to actuate the throttle lever in order to watch the roller action in the engine compartment .

You need to either adjust or replace your shifter linkage I wouldn't suggest attempting this yourself as you have to rip the whole dash and steering wheel apart. Take it to a mechanic

Yes. Could just be that the linkage is not engaging reverse properly, try disconnecting the linkage at the transmission and manually putting it in reverse, if this works then you just need to adjust the linkage appropriately.
The reverse lights are not adjustable.
Carefully drive in reverse while Spiking (agressively hitting) your brakes in intervals. Do this a few times and then drive forward, you should feel the difference in the amount of brake peddle you are now using. Repeat as necessary to fully adjust.

It sounds as though your safety neutral switch has to be adjusted. It has an adjustment kind of like screw that you can adjust. I suggest having someone that knows what they are looking for on it to do it. I had my safety neutral switch replaced and it did the same thing until I took it back and they re-adjusted it.
