On the left side of the bike, just behind the crank case and the left foot peg, is the linkage for the gear shifter. It's held in place by a 10mm bolt. Remove the bolt, remove the linkage, and replace at the desired angle.
loosen the bolt on the lever, remove the lever and replace in the new angle, then retighten.
First adjust the knurled adjuster at the lever all the way in then adjust the cable at the lower end until there is 1/2" or so of free play at the lever.
If there is a hydraulic master cylinder at the clutch lever (looks like the front brake) then...NO.
The left hand side handlebar lever is the clutch.

The cable, lever and actuator linkage need servicing.
You cannot adjust it, you have to replace the lever!
It's a very common issue for the Rebels. Easiest way is to kill the engine while in 2nd gear, let out the clutch lever and tap the shifter into neutral.
loosen or tighten the nut at the bottem of the cable on the engine until there is less then 1/4 inch of play between the clutch lever and the part that attaches the lever to the handlebars, this can also be done with the finger adjuster on the lever if it is not worn too bad. Hope this helps
The quickest way is to adjust the clutch is at the clutch lever. You will notice where the clutch cable enters the top of the clutch lever. There are adjusting nuts there and two of them are longer and have a slit in the side. You loosen all nuts and align the two with the slit so that they form a straight line. Now you tighten the main adjusting nut until you can feel and see that as soon as you pull the clutch lever the wire inside the cable moves and the clutch begins to disengage. At this point you tighten the adjustment nut and disalign the two nuts with the slit. Fasten well. Drive the motorcycle around the block to see how the clutch works, then re-adjust if necessary. It is important that there is no marked dead play or slack in the clutch cable.
