The best way to approach a question like this, is to answer it honestly, but with a positive spin on it. Something like "Not many promotion opportunities" is a good one. This shows a potential employer that you are job minded, and willing to work your way up, but were unable to due to the lack of promotional postions available. Or a simple answer would be "I liked my job, but I moved".You never want to say that you hated it, even if it was the worst job ever! Try to be as pleasant as possible when answering this question. Remember that the job you are filling out an application for today, could be the "past employment" reference of tomorrow. You don't want to trash your past employers because they stand between you and your next job.
