"Topicana" is the username of an automated bot that adds categories to questions. It assigns categories based on an algorithm that analyzes the keywords that are in the question and finds the categories that have the most similar questions.
"Batch Recategorization" is a Supervisor-only tool that allows Supervisors to add a bulk amount of questions to certain categories. This is useful when a contributor incorrectly categorizes multiple questions in a category.

There are two ways questions can be categorized. One is by using the categorizer program on the individual question (which limits you to 3 categories, where you must remove one of the three to add another one). The other is the batch categorizer, a supervisor tool that allows the addition or change of categories on multiple questions (as is done when existing questions are moved to a brand new category). Using the "add" form of this tool can place one or more questions in new categories without removing the old ones, even if there are already 3 or more categories for an individual question in the batch. Some questions have 4 categories, a few have 5 -- the stability of questions that have been added to 6 or more categories has not been definitively tested as of 2017.
The categories that are open only for supervisors are the catch-all categories. Note: 'Catch-all Questions' the category, not the catch-all categories (e.x. 'Adds No Value') is able to be viewed by regular contributors and regular contributors have the ability to add questions there.
