Go up to him, get him talking, like "How was your weekend?" or "Did you see (Insert programme here) last night?", then casually add in you're doing something at the weekend or the like and say if he wants, he can join you. Or, you could just say "Hi, Would you like to go out sometime, with me?", OR you could tell a friend and get him/her to ask him out for you, OR you could tell a friend and they could force you to ask them out using brute force (like i did with my friend, which was rather amusing! :)
