A Mayor is usually the head of a local government such as a town, city or county. "Mayor of US" is meaningless.
The U.S. as a whole does not have a mayor, each city/town in each state does.

To run for President of the United States, a person must be a natural-born citizen of the country, be at least 35 years old, and have been a resident of the U.S. for at least 14 years. Additionally, they must formally declare their candidacy, register with the Federal Election Commission, and meet any state-specific requirements for obtaining ballot access.
I am not a US citizen, but a mayor is usually the leader of a city or town. A states leader is a governor. At least that is my understanding. As of 2017, the current governor of California is Jerry Brown.
(1) you are a US Citizen, (2) you are a legal adult, and (3) you are a permanent resident of the entity you wish to become mayor of (that is, you are a resident of the city/town/etc. where you are running for mayor).
