International DT360 engines have mechanical fuel pumps. They have a hand priming pump on it. It looks like a knob with a hole in it. Find that, unscrew the knob so it'll pump up and down, stick your thumb over the hole and pump it until it gets hard to pump--ten times or so. Then screw the knob back in and try starting the engine. These engines apparently lose prime easy so they gave you an easy way to get it back.

Oh, and make sure you have a DT360 fuel filter on the engine and NOT a DT466 filter--the fuel pump on a DT466 can force fuel through a finer filter than the one on a DT360. If you have a DT466 filter on your truck the thing won't run no matter what you do, and the bad part is the DT360 and DT466 filters are the same size.
