Personal Computer: If you are running a server with your own computer you can try to reach out to your ISP (internet Service provider) and request to change your IP address.
Server Company : If you are paying a company for your minecraft server, then the best way to reach out to them. They will let you know if they can/will change your IP Address. P.S. They might charge you for a new IP to change it.

Each Minecraft server ip is different, but you can find different servers on any website or make your own with port forwarding or hamachi. For example if a server is hosting a DNS server (as company servers often do), and all the workstations in the company are looking to that IP address for DNS info, the IP addrss can not change. If the IP address of the DNS server were to change then no computers on the network would be able to resolve domain names.
