In order to change the drive belt on 2000 BMW 4 door 323I, you must remove the air filter box, loosen the hose clamp, remove the harness plus, and depress the clip to remove it. Unclip the hose from the air filter box and remove it from the vehicle. Next remove the fan and fan clutch assembly. Next remove the tensioner and remove the belt.
number of things. you could have a bad condenser fan motor. bad contactor or a bad run cap for the condenser fan motor.

The condenser fan is more likely to run when the car is idling. So if it NEVER comes on when idling you definitely have a problem. If the condenser is not cooled, then your compressor could get overloaded. It may be a problem with a relay that is preventing the fan from running - or some other issue.
