You should just have to take a 1/2" ratchet, put it in the tensioner, pull back to release the tension and then slide the belt off. The new one will just slip on. That's if you have a serpentine system. If you have a v-belt system then you'll have to loosen one of the mounting nuts (usually for the AC compressor to release the tension.

the 1997 camaro doe's not have a fan belt it has a serpentine belt that you can change in about 5 min.
RAise up on the tensoiner and remove the belt and slip the other one on. There should be a schematic on the fan shroud. If not draw one before removing the old one.
