It is more than likely inside the the fuel tank, not a very easy repair for the DIY'er but if you have the right tools it can be done. Here's the basic steps. Drain as much fuel out as possibe, loosen the tank straps and lower tank, remove the what seems like 50 bolts in a circle on the top of tank (just the ones on the outside ring) the pump is usually hooked this part (the bolts in the center) remove the circle plate, remove and replace pump...reinstall parts. Hope this helps, I have also had this done at a dealer once and it cost about $500 but that was several years ago and the price may have gone up.

Remove the hoses from your 1978 Chevrolet 350 cubic inch engine fuel pump. Remove the fuel pump belt. Remove the fuel pump retaining bolts. Reverse the process to install the new fuel pump.
