All you need is a Phillips head screwdriver and the correct bulb. If you go to any autoparts store they can look up the correct bulb type. The owners manual shows how to take off light cover. You have to open up the hatch, unscrew the screws, and slide the light to the outside. It's pretty simple, and should cost about 4 dollars per bulb.

All you do is take out the screwon top and the lense assembley pulls out. It is tough to pull out but it will come.

If the aftermarket lights are not a factory option then the lights will need to be drilled into the bumper. Afterwards the lights will also need to be properly spliced into the existed wire harness.
Before you change any fuses, try turning the brightness adjustment knob up and down vigorously. Do this at night or in a dark area. This is a common symptom of Toyota vehicles. Also try replacing the headlight switch, this feeds the panel lights. The fuse is rarely the problem. daner@copper.net
