Not without modifications, in some cases extreme modifications.
How to change light blub in console on a Ford F150.
I haven't done it (yet), but it should be pretty simple - there are about 6-8 Phillips screws to remove the console and access the shifter - from there you should be able to find the receptacles and change the bulbs. (I assume you mean the floor shifter lights, not the dash shift position indicator lights.)
you will have to take the console out or at least the top piece of the console and then you will see the shifter is bolted to the floor.
Yes, we have some F-250s that have turbo diesels with the middle console or the floor shifters.
the actuator door is above the actuator motor which is above the floor vent ducts in the middle of the dashboard at the bottom easy fix on F- 150 on a Expedition you have to remove the middle console first to even get to that section of the dashboard.

The EEC (Electronic Engine Control) module is located under the instrument panel on the floor tunnel ahead of the floor console. Take the floor console out to get to it. Unfasten the electrical harness, take out the screws holding it in and take it off.
