I've done it but it was years ago and I'm working from a poor memory. The grill has to come out to give you access to the fasteners holding the plastic bumper cover on. They are held by an ingenious little plastic clip that you access from the front of the vehicle. These "Clips" have to be rotated 90 degrees to unlock them and there are 8 or so total to undo. Look around the edges of the grill and you will spot them. once you get access to the bumper cover there are screws on the top and bottom of the cover that must be removed to get access to the bumper structure. The "bumper itself is pretty easy to replace as it is just bolted to the frame; getting access to it is the trick I think I also remove the headlights to allow access to the bumper cover as well. The headlight is fastened by three bolts. The top one is obvious and is on top of the slam panel. The other two are behind the bumper, under the headlight. To get at them you have to partially remove the bumper cover. Remove the plastic plugs holding the front part of the wheel arch cover. Undo three cross head screws securing the cover to the bumper underneath. Remove three 10mm bolts holding the bottom of the bumper cover. Remove two bolts at the top of the radiator grille. There may be a plastic rivet in the centre of the radiator grille to the bumper iron. Reach up inside the wheel arch , pushing the cover aside and remove a self tapping screw securing the top of the bumper cover to the wing. You should now be able to free the bumper plastic and push it away from the bottom of the headlight. There is a small gap between the bumper iron and the headlight. Using a thin extension and10mm socket reach in and remove the bolt. The bolt at the side can be reached the same way or from the side using a ring spanner. Once the three bolts are removed, the headlamp can be eased out and the wiring unplugged. It may be better for access to remove the whole bumper, complete with bumper iron.

you need to take out the bumper cover to either change the headlights or light bulbs it should not take you more than 20 minutes you will notice there are few plastic clips from the top that hold the bumper cover when you open the hood and than there are plastic clips that you take out on both sides of the bumper cover by the wheels you will notice them when you face the wheel of the car once you pull them out there will be one nut that needs to be unscrewed deep inside the cover straight ahead it is metal so you can't miss it and a plastic clip in the middle that you pull down from the bottom just half way down once you've done both sides the bumper cover slides out to make it easier turn the steering wheel all the way to one side and than the other side as you will remove the hole bumper cover that will give you space to stick your hand inside as you remove the nut and clip from inside the cover I also got a 2002 Chrysler Concorde and I recently did this job for the same reason. good luck!!!

Just take out the screws that are in the fender, take out the plastic cover that it is under the car that is attached to the bumper, take out the clips of the plastic grille with the Honda logo and pull the bumper. Don't apply to much force. When the bumper is out you will see the other bolts to remove the headlight.
