I finally figured this out on my 1981 CJ7 with the 258 inline 6 engine. If your Power Steering bracket is like mine, the slot for adjusting the power steering pump belt tension is molded into the aluminum power steering bracket. Three bolts need to be loosened. Two bolts are directly opposite from each other and act as the pivot point. The third bolt is closer to the engine and goes all the way through the bracket. This third bolt is the adjusting bolt. The aluminum bracket contains a slot all the way through which the third bolt goes, allowing the entire bracket to be rotated using a 1/2 in. socket wrench in the square hole near the pump fill cap. You can't actually see the slot since it's covered up on the ends by other brackets. By loosening these three bolts, the tension can be released on the belt, allowing it to be removed.
