It is the last fuse on the right side( i looked it up in the owners manual , i got a 98 polo but it will probally be the same )it is a 10 ampere fuse.

in my 1998 the relay's r under the steering wheel behind the fuse's hope this helps
on my 98, when you remove the compartment under the steering wheel the compartment has a diagram of all the fuses.
Have you looked?
It should be marked on the fuse block or in the drivers manual.
if you look under the steering wheel theres a compartment where the manual is kept open it and look in behind it to the right you will see a row of fuses
