I have a 1995 Chevy Blazer assembled in April of that year. With this model, to access the actuator you need to disconnect and remove the battery as well as the plate on which it stands.
This will reveal the actuator. The cable is connected to the actuator by a spring clip. Carefully pull the clip out of its slot and move it a little to the left or right.
The body of the cable is held in place by a clamp. Using pliers, squeeze the two sides of the clamp and the cable will come away.
There are two bolts under the wheel arch which hold the actuator bracket in place. Remove them and you can now remove the actuator from the bracket.

I think I answered this question a couple of weeks ago although it was worded differently. I just had the problem you describe and it was caused by a leaking vacuum actuator on my front axle. The actuator is located under the battery box which has to be removed to get to the actuator. The job took the shop I took mine to about a half an hour. You might have a bad or disconnected hose to the actuator, this would be the place to start troubleshooting your lack of four wheel drive, other options take more expertise and shold be left to a professional transmission shop.

To replace the front fenders on a 1993 S10 Blazer, unscrew the bolts holding the old fenders in place. There are also rivets that have to be removed around the wheel well on both sides. The bolts are located inside the hood area on top of the fender.
