How do you change the bottom lower drivers side turn signal bulb on a 1998 Chevy Cavalier?

Most newer GM vehicles have a turn signal assembly that has plastic clips to hold it in place. If you seee no screws, then you will need to pull to one side of the assembly to release the clips. Once it is out simply unscrew the bulb.

Remove the wiring harness from the back of your 1991 Chevy Corsica turn signal. Remove the turn signal retaining bolts. The entire turn signal will come out. Reverse the process to install the new turn signal.

Go in the trunk and pull back the side pannel of the trunk and turn the bulb until it comes out and change it and turn the new bulb back in place.

Reach behind the bumper of the 99 Cavalier. There are two nuts that hold the turn signal assembly in. Remove the nuts to take the assembly off and replace it.

The fuses for turn signals, I assume you are speaking on a Geo Prism, would be located to the left bottom(to the left of your left leg) front drivers side panel.

In most states, YES...You should always signal a lane change on a highway, turning, exiting or entering a freeway. You may get a ticket for failure to signal or unsafe lane change. It also helps other drivers behind you know your intentions and may even help prevent an accident.
