Go to the yulgar weapon/armor shop and then go one room right then go up then go into the door labeled "42" then equip the mage hood if it isn't already then click the "character customize then change the hair color, and it will change the color of the hood

Your weapon colors can be changed if you go into Yulgar's Inn (/join yulgar) go right, then up the stairs and into room 42. Equip your color custom weapon and change the color to one that you like.
