Find the little silver regulator bolted to the fuel rail with a vacuum hose attached.
The screws go through the bracket and screw into the regulator.
Be careful to have rags to catch the fuel and wear eye protection to keep the gas out of your eyes when it sprays.

I don't know if it's the same on your 1997 Ranger , but on my 1995 Explorer 4.0 L OHV engine , the fuel pressure regulator is on top of the engine about 2 inches to the right of the oil fill cap ( when looking from the front )

Try checking behind the air intake plenum. It should be a round thing.
If you look at it you will see a vacuum line hooked to it, while the engine is running unplug it and the engine sound should change. If it don't then the regulator is bad. You can also hook up a fuel pressure gauge to the fuel line and read what the pressure is while engine is idleing and then unplug the regulator and the fuel pressure should go up a few LBS. If not replace regulator.
The regulator is on the right said if its a 4 liter engine. In front of the oil cap it has thin wire under it
on 3.8 liter v6 they have problems with fuel pressure regulator or stuck open injector
