Pop your hood. Drivers. Pop the Power Steering reservoir by the washer fluid.. Have to move it over abit to get access to you rear of the headlight. Remove the power plug. remove dust cover. unhook the retaining clip. pull the bulb out. Do same to the passenger side. but there isn't anything to block u from getting to the assembly.

Daytime running lights on a Honda Civic are the same as normal headlights. To fix or replace them, locate the headlight housing in the front of the car. Remove the plastic housing and replace the bulbs.
I'm not specifically sure what a 99 would look like, but all you have to do is look in your manual and it will tell you how to go about doing it and what bulbs are needed to replace them with. Once you've done it once, it'll be easy...

you have to pull off the rubber seal that's on the back of the housing then there is a clamp that you have to squeeze and pull out but its attached so itll swing like a dorr.once you've done that you can get the bulb out
