It will be rusted on. Jack it up and loosen all the bolts then kick the living poop out of the bottom of it taking care not to kick the car off the jack. Failing that loosen the nuts 1 turn and drive the car in a circle on some private ground - or somewhere you can not hit anyone else. If it's a front wheel turn full lock and accellerate hard breifly. this will be enough to loosen it. If not try loosening the nuts a little bit more but TAKE CARE. It works for wheel locks with lost or damaged keys as well!! Alternatively take it to a tyre place and get them to take the wheel off - it's far easier and safer!!!!!!
