No. The timing belt is under the timing belt cover and drives the water pump, oil pump, and cams from the crankshaft and is necessary for operation of the engine. The serpentine belt is on the outside and drives the alternator, power steering, and air conditioner.
The water pump is located behind the three timing belt covers. The timing belt drives the pump, so the timing belt will have to be removed/replaced when changing the water pump. To get in there, remove the three belts, the cooling fan and its mount, the crank pulley (you'll need a puller), and the coolant tube in front of the covers, then the covers can be removed.
to change timing chain is pretty involved if you are not mechanically inclined take it to a mechanic. you need to remove radiator, water pump and anything else like alternator a/c pump etc to give you access to front of engine. then remove timing case cover remove timing gears and chain. replace with new ones at correct settings put engine back to ther now if your engine is an over head cam there are more instructions

You did not say which engine you have but it is most likely driven by the timing belt so any front accesories on the engine that are in the way will need to be removed and a new timing belt will be needed as well.

i have a 1998 trooper and i had to get a robe #2 screw driver and take off the outer housing of the socket and replace bulb and replace outer housing, be sure you put on gasketcorrectly or water will get into it.
