I just changed my washer pump and everyone told me it was underneath the battery. Not true! To get to it you need to take a couple of screws out of the front of the wheel well on the passenger side, 2 screws out of the bottom right in front of the wheel well, then pull the 2 parts apart and then you will be able to see it.

Not sure about 1999 but on 1998, pumps and windshield fluid bottle are one assembly. Take out the windshield fluid bottle, you'll find two pumps at the bottom.

If you have the hood open and are looking at the front of the car, It's on the front-right side, beneath the windshield fluid reservoir. Good luck getting to it.
